DX11 Feature Level10.0 is Required to Run this Engine!

Hi, my name is Mr.Rose.

I have a Dell Vostro, and it is currently running on;
Windows 10 Pro 64-Bit (10.0 Build 19041),
The DirectX Version: DirectX 12.

It also contains a processor running on;
Intel(R) Core(TM)2 Duo CPU E7500 @ 2.93GHz (2 CPUs), ~2.9GHz

The Device under Display is;
Named: Intel(R) G41 Express Chipset (Microsoft Corp. - WDDM 1.1)
Chip Type: Intel(R) 4 Series Express Chipset Family
Shared Mem of: 1631MB

The Driver under Display contains a;
Main driver: igdumd64.dll,igd10umd64.dll
Dated back to 2013 of March 10th
Direct3D DDI: 10
Fearture Levels 10_0, 9_1
Driver Model: WDDM 1.1

Now, to the puzzling part..
i am running "Stream" on this dell vostro desktop, which is a downloadable gaming software
In order to run this particular application, it requires;
DX11 Feature Level 10.0, to run the enginge.

If I Have DX12...
and Feature Levels look intact.. what exactly am i missing here...
The Display adapter might be outdated but there is only a number of reasons why this isn't letting me run this game and what ever those reasons, lol please help me get to the bottom of it, i am very eager to fix my desktop and play my game.

Yes, i have and it seems that i have all my drivers and devices up to date but i think the display adapter itself sucks and need to be replaced. i could be wrong but i just wanna see what other outcomes this could be.
