Email Send/Receive Difficulty

I’m using Outlook 2011 on OSX .8.2. Client has established an email address for me on his server. When I try to receive email under that address I get the “unknown user name or password” error message. When I try sending using that address, I get the “unable to relay…” error message.
The client’s IT team has verified that my settings are correct, as are my user name and password. The IT guys can use this address with no problem on their internal PC system.
I’ve attempted the “fix” provided by Micosoft on the web (changing port locations and security settings), but it has not solved the problem.
Any thoughts?

What kind of email server, POP, IMAP?

Do the settings work using Apple Mail or a different email client?

I was told it's POP3. In working with one of the Geniuses at the Apple store, we experienced the same difficulties with Apple Mail
