I wanted to use the webcam program, IspQ, and I can't receive video from others on their webcam. Their site says if you have a router and are sharing an internet connection, I need to enable ports 2000-2003.

Is anyone able to give me detailed instructions on how to do that?

    Thanks! :)

Oddly enough the Linksys router user manuals will detail what you need to do! :D
You don't say which router but, for example, the WRT54G user manual ("linksys-wrt54gv1.1_ug.pdf") has a section entitled "The Applications and Gaming Tab - Port Range Forward" complete with screen dumps describing exactly how to do it.
