HELP ME please. Error loading explorer.exe
    You must reinstall Windows.
I can't find explorer on MY OEM supplied CD-ROM.
It asks me to type D:\WIN9X is that right, when it is Windows ME ?
My computer has been down for 5 days now, I am using a friend's computer.

Can you get to safe mode? Can you get to a C: prompt in the MS DOS mode?
Type this in the Run command to see if it bring it up to repair it.

    rundll32 setupwbv.dll,IE6Maintenance "C:\Program Files\Internet Explorer\Setup\SETUP.EXE" /g "C:\WINDOWS\IE Uninstall Log.Txt"

It might be best to copy and paste, in order not make any typo's.

Also, if you're running IE 5, the 6 in E6Maintenance should be changed into a 5

But have a look at the MS article. It's your exact error message.
