Welcome to TSG!
If the error message occurs every startup run a test an see if it occours during a safe mode start-up. Restart system and kept tapping the F8 key after post screen. Once selection menu appears select safemode. If startup and shutdown is error free then your problem is not base windows but other conflicts.
Other conflicts:
Restart windows normal mode if it will let you if not stay in safe mode.
Got to start run type in msconfig, when screen appears remove the checkmark in the load startup group items click apply and click ok and restart system. If error is gone and shutdown is fine then
one of the items within your startup group is causing the error.
The process of finding the item is tedious so be patient.
Again go to start run and msconfig, this time select the startup
tab on top. Add back in systray, scanregistry, loadpowerprofiles (both), Tweakui if there, and any antivirus/firewall programs you have. Click apply , ok and restart normal mode. Does problem reoccur. If so in this case on of the antivirus programs you selected is the problem. if not the continue selecting more and restarting after selections until you located the problem.
If the problem still occurs with all load startup items removed then proceed to this MS KB article and follow the clean boot proceedure. Click Here for Clean boot proceedure.
Keep us posted.
