error message at start up

My children run a small pentium with a medium sized hard drive and a cpu capable of running at about 350mhz.
We have had some power failures in the area lately and now when you start the system it just comes up with an error message :

WHILE INITIALIZING DEVISE VMPOLL:
WINDOWS PROTECTION ERROR, YOU NEED TO RESTART YOUR COMPUTER.

Sometimes I can get it to start in safe-mode but it won't even recognise the serial mouse.

Any clues as to what may be the problem would be greatly appreciated.
