When I try to run Windows Picture and Fax viewer on XP I
continually get the error message regarding something
termed " Primary Scratch Volume " , which I have attached
to this note. How do I go about making the requested
    changes ?

If you want to learn a little about your problem enter in the search box of http://www.google.com " Primary Scratch Volume" and you will find loads of stuff.

Or see adobe help about the problem:

Change the location of Photoshop Element's primary scratch disk to a different hard disk or hard disk partition:
    1. In Photoshop Elements, choose Edit > Preferences > Plug-Ins & Scratch Disks.
    2. In the Scratch Disks section, choose a different hard disk or partition from the First pop-up menu.
    3. Click OK, and restart Photoshop Elements
