errors on Windows 98 start up

    I keep getting the "open with" window when I start up my system for a file called "txltpcyg" (no file extention). I found this file in my C:\Windows folder and cut & pasted it to my desktop. I restarted and got an error message saying something to the effect of "txltpcyg as specified by win.ini could not be found". So I put it back into my Windows folder and ran MSConfig and disabled the loading of win.ini and reastrted again. Again I got the "open with" window so I am assuming something else is trying to load this file as well. First of all, what is "txltpcyg"? and secondly, how do I fix this? PLEASE HELP ME!!!!!!!
