I use EVGA Precision and have a Geforce 9800 GTX card. The GPU Temp of my card sits around 51 C while gaming, the fan speed was at 45 default so I turned it up to 70 (GPU temp was around 60s C when the fan speed was 45). Should I mess with the Core clock and memory clock settings or is it better to leave those alone? Core clock is at 700 while Memory clock is 1100. Which one would increase my FPS?

What's the reason for not messing with it?

If you want to change some setting then I would go to some sites and read up until you feel safe to adjust them.

They said something about the Zotac 9800GTX AMP is 750/1890/1150\

So I guess if I stay relatively below that I should be fine? My card is a BFG.
