I'm trying to write individual letters to all members of congress with the salutation of "The Honorable" for each.
Can you show me if this is possible?
    Thank You,
    Gary Teresi

Do you work for a lobbying organization? Not many individuals drop ~$250 to mail-blast everyone in Congress.

Edit: All members of Congress are not addressed as "The Honorable". It would be inappropriate to use that title.

You're going to spend $250 on postage to mail everyone in congress, but the only members who represent you are the ones for your state and district. It doesn't make any sense to send a piece of mail to members who do not represent you. If you're passionate about a cause, you'd be better served by joining an organization with greater influence.

The appropriate salutation would be Sen. for Senator and Rep. for Representative.
