External Drive Doesn't Always Start on Reboot

    I have a HP pavilion desktop pc. Attached I have an external Buslink hard drive. If I have to restart the computer, most of the time, the external drive does not start up. (I previously used the external drive on another compaq must older than the pavilion, and never had this problem even once)

    This is only a pain because I use the hard drive over my network from another room. So every time I restart the external drive, I have to reset the sharing permissions so I can access it from my laptop. So, are there any suggestions to make the external drive start upon start up and/or is there a way to set permissions that will stay permanently so I don't have to keep doing it over and over.
