External Drive Prevents Booting

I have an external USB hard drive connected to my desktop computer. If the drive is connected at power-up, the computer will not boot. If I boot normally (without the external drive) all is well, and I can connect and use the external drive. I have checked that the boot device options in the BIOS are OK.
This same external drive works fine when connected to another computer of the same type (HP) at power-up. Any hints or possible causes would be appreciated.
