I am considering purchasing a WD 1 terabyte USB 3.0 portable hard drive - $60.00. My computer has two USB 3.0 ports so this should work fine for my use and I should get about 5 Gbps transfere rates. But my question is this, if I take this portable USB 3.0 hard drive and plug it into some other PC that only has USB 2.0 ports will it work? I realize the transfer rate would revert to the speed of the 2.0 port but will it work at all?

I have an external HDD with USB 3 and I use it with my old desktop which has USB 2 and works well.

It will work on USB 2 and USB 1.1 ports. (I'm fairly certain that my eeepc from Jan 2008 only has USB 1.1 ports).
I own several WD portable USB drives that are USB 3.
