After installing Vista SP1, my computer took an extra minute to boot after the logon screen. When I disabled Launcher.exe from startup, the desktop loaded almost instantly. I emailed HP about the problem and this was their reply:

As I understand you are facing issues after service pack installation. I also understand that if you disable the launcher.exe, it boots up fine.
Launcher.exe is a part of System recovery Software installed in the PC. The system recovery Software includes the PC Recovery CD DVD Creator and the recovery Suite which helps you initiate a system recovery from Desktop. You may wish to disable the entry from Startup, However, other suggestion that you may consider is to disable or delete few instances of Scheduled tasks.

    1. Click the Vista Button, and in the area labeled ‘start search’ type in Task Scheduler
    2. Click on the result at the top; Task Scheduler
    3. Click on Continue if you are prompted with User Access Control asking for permission
    4. Disable the all the tasks related to recovery.

The file is a safe file and please do not remove it. Unchecking from startup will not do any harm to the PC. You may miss out few prompts which triggers you to create Recovery Cds.Hope this information is helpful.

You may want to try this….
