Im trying to have a non-registered file type run in a certain program, and use a certain icon.

    For instance:
    I have
    file.ex1
and then when in Windows Explorer I go to:
Tools - Folder Options - File Types

    I click "New"
    type in ex1
select it to open within a program

    and everything works beautifully,
but then, when i go to assign an icon for it, instead of having an option for advanced, it just gives me the option to restore. If I do so, I can assign an icon, but then I lose the settings about what program I wanted the files to run with.

Name the new file extension, then choose an icon for it, then select the program to open it.

If the program has a default file association icon, that will become the icon for your new file. You'll have to change the program icon to change the file association icon.

If the program has no file association icon, you can choose one for it.

The program itself has an icon, so Windows automatically centers that icon in a blank file template icon thing. So is there anyway to apply a totally different icon?

Not that I know of at this time. If you change the icon for the program, it will change the icon for the associated files.

Most (if not all) Windows programs and applets won't allow one to change the icon.

Some third party programs do have the option.

There may be some third party "Tweaking" programs that could accomplish what you want to do, but I am not familiar with any.
