Is there a way of sharing a hard drive between two windows 7 PCs without having to set up a workgroup, homegroup or password etc.

Yes. On the owning PC enable file and printer sharing, turn off password protected sharing, and share the drive. Of course, by default both PCs will be in the same workgroup.
