Click on Start > Default programs > Associate File Type or Protocol with a program. Here you can see what the defaults are and change them.

You can't set the association for EXE and LNK files from Start | Default programs, and the XP exe fix won't work on Windows 7.

If you somehow used the Open with dialog to set exe files to open with another program, you have to delete the UserChoice entry in the registry.
See this article Win 7 is identical to Vista for this):
Restore the .exe file association in Windows Vista, after incorrectly associating it with another application
You can download the exefix_cu.reg file listed under Attachments to fix the EXE association. If it's the LNK association, you'll need to manually edit the registry.

If the exe association has been modified, or you used the XPFix that khanyasir posted, go here:
File association fixes for Windows 7
and download the fix for EXE files.
To extract the file from the ZIP archive, double click on the downloaded file to open it, then drag the enclosed file to your desktop.
Double click the file to merge it into the registry.

You may need to use the LNK fix as well, LNK is for shortcuts.
