Firewall is not being nice

So I am currently fixing my last problem I had which was the blue screen of death, but I have something else I am wondering about... My computer always tells me when I restart my computer that I have one important message, and it tells me to turn my network firewall on. Sounds simple, but it's not... Everytime I click "Turn on now" is comes up with an error message "Action Center can't turn on Windows Firewall." and then it tells me to turn on windows firewall manually. But when I try and do that it gives me another error, "Windows Firewall can't change some of your settings. Error code 0x8007042c". Help would be greatly appreciated :)

So I downloaded that one scan, but as it finished downloading I got a message from my MSE that my computer needed to restart. When the computer finished restarting I got a blue screen that said "STOP: C0000135 The program can't start because %hs is missing. Try resintalling the program..... blah blah blah" is this a cause for concern?
