Have you tried powering up with the charger plugged in?

YES, in a lot of cases one needs to have the power/charger plugged in to get this started.
Who knows how long the thing has been sitting on a shelf.

Hi DaveA no I did not have the charger plugged in. I will do that. Is it ok to use it when it's charging? and how long does it usually take for a full charge on a Hp notebook? Thank you

Yes, I use mine with charger plugged most of the time.
As to how long it takes, well depends on the battery, it will be several hours at least.
