Could a floppy drive controller be bad if the floppy works fine in Windows but does not function in the DOS mode?

It's not likely. How do you know that your floppy drive doesn't work in DOS?

I can not boot to a floppy disk. Have tried numerous startup disks and even third party software. Have checked bios for problems. Nothing wrong with boot sequence. When trying to boot to a startup disk the drive tries to read and the light comes on momentarily. Then the sys just stops responding.
