I just purchased a Belkin Wireless G Router and USB Adapter for my Dell PC.

The router and the connection work perfect on my main computer, but not so much on my secondary computer (With the wireless usb).

At first, it was at 24.0Mbps, but now it changes between 5.5Mbps and 2.0Mbps, sometimes even 1.0Mbps.

My computers is only, at most, 50 ft away. Are there any way to fix this problem?

Try changing the channel on the router first. I start with channel 1, 6, or 11 as the non-interfering channels in the US. Also, you can reposition the USB adapter to see if you can change the signal strength. If this is one of the little thumb sized USB adapters, they don't have much range.
