folder options/properties

When in Windows Explorer, I use the View/Folder Options pull-down, and get a screen message that states... "Restriction This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator"

How can I fix this or change the settings so I don't get this?

I'm currently on Windows 98

Depending on which version of Internet Explorer you have you have one of the following restrictions in your registry.
NoBrowserOptions
NoFolderOptions
Go to start>run and type regedit Press enter
Go to the toolbar>edit>find
Type NoBrowserOptions

If you find it, (in the right Pane) Delete it.
If not, do the same for NoFolderOptions
If you find it, delete it.

Reboot.
