Is the c drive the whole drive, it's not partitioned into multiple drives is it

run fdisk, choose option #4 partition info, what does it report for you drive.

I ran fdisk, and it said the following

partition C:1
status A
type Pri Dos
Mbytes 2047
system FAT 16
Usage 11%
Total disk space is 19093 Mbytes

Reformat it again, when you run fdisk, answer Y to the question about LBA, that's what's keeping you from seeing the full size of the drive.

LBA will use fat32, without it, you use fat16 file system which has a 2 gig limit.
