I am selling my old PC which is fitted with a NVME M2 drive running Windows 10. Would it be safe to carry out a low level format on this drive to completely wipe any data so I can then reinstall a fresh Windows 10 operating system?

The above is correct. In addition, many high-end motherboards have a secure erase utility built into the bios. What exact motherboard do you have installed? If this is a big box unit ie dell, hp, etc, you would not have this option.
