Did you make any changes to your pc just before this happened?
Have you tried System Restore?
Start > All Programs > Accessories > System Tools > System Restore
Choose a date prior to your problem.
======
If you still have the same problem - run System File Checker.
Click on Start - Search - Type cmd
Right click on cmd.exe - select Run as Administrator.
At the Command Prompt - Type
sfc /scannow
Press Enter.
Let it run to completion - but do not close the cmd window.
To save the log file.
Copy and Paste the following in Command Prompt.
findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >%userprofile%\Desktop\sfcdetails.txt
Press Enter
On your desktop you will see a text file called sfcdetails.txt

nothing happens when I do sfc /scannow i just tried to run windows normally and it took a looooooong time to start up and load and get to the homescreen with the icons..i opened a folder and changed my desktop background (photos within the file) then i tried to open CC Cleaner and everything stopped working like i think it has something to do with opening applications. I really really need my computer because i'm going to be kicked out of my class if i can't complete an assignment today and I need sound (safe mode w networking does not have). I just really need all the help I can get

Answering this question may help us - to help you.
Have you tried System Restore?
Start > All Programs > Accessories > System Tools > System Restore
Choose a date prior to your problem.
It will restore your pc to a date prior to this problem.
It only restores system files - leaving your data and files alone.

There is no need to quote what I have posted. Makes the post harder to read.

In Safe Mode with Networking
Download MalwareBytes to your desktop.
Download the Free version.
http://filehippo.com/download_malwarebytes_anti_malware/
Once downloaded to your desktop.
Close all open browser windows.

Click on the Install icon - allow it to update during the install process.
Start Malwarebytes Anti-Malware.
Before you run a scan.
Under Settings > Detection and Protection in the left pane.
Under Detection Options - make sure that all three entries are ticked
Under Non-Malware detections - set to Treat detections as Malware

Now click - Scan button.
Then select - Threat Scan.
Then - Scan Now.
If any infections are found during the scan, the number of them will be listed.
When the scan is finished, make sure to select and remove Everything in the list.
You may be prompted to restart to finish the removal process.
If Yes - restart your Pc.

Start Malwarebytes Anti-Malware again.
Click History > Application Logs.
Select the most recent scan log.
Click View.
Select Export >Text File.
Name it mbam > then save it on the desktop.
Copy-and-paste its contents in the reply box below.
