For a surprising change Microsoft recommending upgrading over full installs for 98/ME users. If you have a very clean PC and have not installed and removed a lot of application it okay to do. Personnally I perfer a full install and dual boot. It allows you to have your cake and eat it. While you are resolving XP issues and learning how to use it you can still use your PC. Also some older applications will not run under XP, then what are you to do? An full install also does not carry over all the junk and problems you had with the old OS.
