Do you have following 2 settings in either NVidia control panel or in game settings:

If yes what setting is used by the game?
Note that games can override GPU setting, and GPU setting can force a specific setting.

I have tried all settings and nothing helps

Did you measure GPU temps during gameplay?

CPU-Z | Softwares | CPUID

Have you tried older drivers? (up to 4 or 5 versions back)
