Some of my games including counter-stirke, simcity 3000 and enter the matrix lag a bit for every one second and it is very noticible. But some other games such as max payne and 2 do not have this lag. My specs are:

Intel Petnium 4 CPU 2.0 ghz
    nVidia GeForce FX 5200 128MB
    512MB RAM
    Avance AC97 Audio
    1 40GB HDD, 1 80GB HDD.

    Can someone please help?

I'm not really sure because when it only pauses for like half a second each second.

Have you tried defragmenting your hard drive?

I'm not sure... It just continuously pauses for 1/2 a second and it is noticeable when I am running straight in Counter-Strike. I run fine for 1 second and then I can just see a slight pause every second.

I have seen the patterns with the fps and the actual game and I agree that they are just framedrops hapening every second... Do you know how to fix this?

try to update the drivers of your vidcard, or upgrade to a better one.
also take a look at your settings for your screen ingame, perhaps you can change those

that won't help, try another vidcard ? :)
Or check all your settings of your monitor, and special ati options.

    Could this be software related?

Doesn't look like it could be software-related since it doesn't just happen to one game.
Did you try disabling Antialiasing and Anisotropic Filtering in the ATI control panel?

    They're set on application-controlled.

hi, I'm new to this site, and want to say hello to everyone,on the CS problem, sometimes lag can be caused by how many peeps are in the server or the server itself or your puter, try this, turn off antailiasing (your video card) and any unused applications running on your puter(for more speed) and check the cl_update rate & cl_download rate in your config. this might help a little. :) These helped me when I lagged while playing.
