Getting Around Port Blocks At Uni

Im sure this question has already been asked and have tried looking all over google, but unfortunatley my knowledge of proxy servers/vpn/ssl tunneling etc is quite limited, i have tried to do my research but not got answers, i have tried using HTTP-Tunnel client, but i dont really know what im doing!

Basically i want to play steam above all things, as i have paid for my games but steam will not even load in offline mode because it needs to download my account details of something because i copied it over from my XP laptop onto this new Windows 7 so i needed to sort of compatability file. I know which ports steam needs, but i dont know how to trick the proxy server to let me use these ports or to open them, maybe it cannot be done, i dont know, so i would be very grateful for any advice:)
