Getting internet from a public network server!

    It's a DSL line but the admin uses some kind of server setup to distribute the internet on a group of users, some sort of dial up connection VPN server i'm not sure, can someone give me a little idea about this kind of setup and whether it's a good idea to subscribe to such network to get cheap internet access? will the admin know all the websites i browse? can he block websites? is there away to get around blocked websites? will he know my monthly download traffic? is there a way to protect my privacy? will using TOR (onion routing) work with this kind of setup? thx
