Getting unwanted Review Toolbar with attachments

Since we've upgraded to Office XP, everytime we get an email with a word attachment, it opens up with the Review Toolbar in the middle of the document. You have to close it or move it. I haven't been able to figure out how to keep the review toolbar from opening up.
This is coming from inside and outside of our company. Also, we do not send attachments for review.

Any suggestions?

I found the answer to this question, but the fix is on the other end.

In Outlook XP (maybe 2000, not sure), if you go into Tools, Options and take the E-mail Options tab, then go to Advanced E-mail Options, uncheck the last option under "When Sending A Message": Add Properties to Attachments to Enable Reply with Changes.

This will remove the Reviewing Tool Bar, but like I said, it has to be done on the other end. Since I've gone around and unchecked that options, I've seen less of this reviewing tool bar.
