Good program/online tool to check dl/up speeds

Hey, I was wondering if there was a fairly accurate program/tool to do this because I'm experiencing really bad Azureus download/upload speeds and I wanted to check if it was my ISP that was the problem.

If my upload rate is 400 kbits/sec and my download is ~3000kbits/sec what should I set my azureus max upload speed for optimal results?

For some decent free programs you can try Netmeter to monitor your speeds available from http://readerror.gmxhome.de/

You could also try giving Broadband Speed Test a go available from here
http://www.broadbandspeedtest.net/

Generate all the diagnostics your Broadband Provider needs
The Speed Test allows you to generate a full results report, containing download speeds, upload speeds, ping times, packet loss, trace routes and your network configuration. You don't need any technical knowledge at all.

Just a word of caution. Try not to mention any type of file sharing program or bit torrent client on these forums. Your thread will get closed because we do not support these types of programs.
