Go ahead and post screenshot. Is this in Firefox or Internet Explorer? Did you try downloading and reinstalling the Google Toolbar?

See, if Google toolbar is still present in your profile. If so, remove it from there, and then try to reinstall.
    What Windows version?

    In Windows Explorer navigate to:
    C:\Documents and Settings\<Windows login/user name>\Application Data\Mozilla\Firefox\Profiles\<profile folder>\extensions
    You'll see several alphanumeric sub-folders.
Within each one, there will be another sub-folder, called chrome
Keep opening chrome folders until you'll find one with Google toolbar (*.jar file).
When you find it, delete whole corresponding alphanumeric folder.
