gpu % drops to 0 during gaming

When i game i noticed my game completely freezes for a few seconds. sometimes it fixes itself and other times the game completely crashes. i brought up task manager and noticed when it happened the gpu % drops to 0. ive tried 2 seperate graphics cards and they both do the same thing.
