Grand Theft Auto San Adreas Problem

    I have Played GTA SA for PC almost a year now and It been very fun and intersting,
    I recently have played the Multiplayer Online Version of it SAMP (www.sa-mp.com)
    But i have a Problem that has Happened before
    When I load the Game it emediatly Crashes before my game even loads anything,
    It says: gta_sa.exe has encountered a problem and neds to close. we are sorry for the invonvenience.

    This happens ANY time i try to load it, I even Reinstalled it like 2 Times!!
    The Last time it happened I got a new Laptop and used it, But Now it has happened on This
    And i really wanna fix the problem, My Gta SA Disc is Brand New I have had it only 5 Days before the crash, because my old one got lost. I never modded it, I never altered anything Exept putting SAMP on it but that shouldnt be a problem. Somone Please Help, I will take any Suggestions to fix this!

    Create a new user account with a password .
    Right click on the folder -> run as -> .The Following User -> Enter the user account yu have created

    Huh?. What?... How would that fix an .exe crash?

    Um, have you defraged after installing any of that? (GTA SA and SA-MP)
    Your drivers up to date?
    Any active scanners running?
