Graphics, grouping and placing

I am creating an heirloom cookbook. I've scanned in recipes in the handwriting of friends and family, as well as pictures. I'd like to interweave those graphics with text explaining the history, the peculiarities, the uniqueness of particular recipes. I'm having a great deal of trouble placing the graphics. There is a lot of white space, naturally and no matter what method I use – I can't stop the recipes and pictures from floating around and even collapsing on top of one another. Group is grayed out, which is a problem because I'd like to keep the text box with the recipe and photo it relates to. I am working in Word 2007, but I also have access to 2010. Can anyone out there help me?

You need a Desktop Publishing application (eg Microsoft Publisher, included with some versions of Office), which allows for much more versatile text/graphics manipulation and placement, including "text flow" which removes much of the whitespace you're seeing now by fluidly arranging text around the graphic elements. MS Word can't do that.

Word is a powerful word-processor but doesn't provide the desktop publishing features you need for such a project.
MS Publisher used to be available on it's own but is now only available as part of Office (not included with all versions of Office though).

However, MS Publisher is not the only kid on the block. There are others, and they are available on their own:
