GroupPolicyUsers file is empty in syswow64 folder

    Initially with the annoying pop up sating - server busy-doesnt recognise...
    I am using Win 8.1- one of the options is making adjustments in gpedit.msc
    Please help- I have a prob - my run box doesnt recognise gpedit.msc
    i was asked to download grp policy users-which i did- i was supposed to copy it from syswow64 folder into system32
    but one of the files in syswow64- GroupPolicyUsers file is empty

    Are you running Windows 8 Home or Pro? Group Policy is a feature of Pro.
