instead of Software Adapter there is supposed to be my gpu name(NVIDIA GeForce GTX 650)
Unless you run your own server to host games or unless I'm wrong this file is no use and means nothing:
settings.xml - is a configuration file which allows you to change the settings of your server.
settings.xml - GTA Network Wiki

The game doesnt recognize it
There is no secondary GPU in your PC, are you saying you can't play GTA at all?
What error message do you get?

I don't get it because according to:
HP Pavilion p6210f Desktop PC Product Specifications | HP® Customer Support

msinfo and dxdiag confirm that the integrated GPU is not enabled.

System requirements are OK but not for ultra high settings:
Grand Theft Auto V PC System Requirements - Rockstar Games Customer Support

Have you raised your game setting too high?
What happens if you set them to low is FPS same?
i took it to ultra settings and then lowest impossible settings but it was still 1.6 fps and all of my mind say is that gta v is rejecting to use my gpu so...

Maybe FPS counter is wrong, which program you use to measure FPS?
at 1,6 fps game should be barely playable, does game run OK?

Are you having this problem with multiplayer or single player?

i m really sorry.English is not my language so plz can you make me understand what you mean?.so that i can be able to follow the rule
If other games run fine then nothing is wrong with new GPU.
I never heard of GTA banning nvidia GPU's

game should be updated or since you're using Windows 7 at least update DirectX:
Download DirectX End-User Runtime Web Installer from Official Microsoft Download Center

I don't know what else to suggest because that's problem with outdated game not hardware issue.
Well the game is outdated but is still a game which is runable on GPUs so why would it not use my gpu by the way thanks for help(y)
