Did you install the driver?
Post ALL of your exact system specs; ie exact motherboard, exact pw supply, etc.

How to properly install a new video card;
1 Old card still installed, go to the relevant support page ie AMD or Nvidia and download the latest driver
2 Old card still installed, uninstall ALL software based on the old card ie driver, any monitoring software, etc. Do not reboot when prompted; just tell it later
3 Shutdown and pull your old card. Install the new card and make any pw connections as necessary. Be sure and connect the monitor to the new card and not an onboard port on the motherboard
4 Pw ON and install the driver you downloaded in step #1 Now reboot when prompted

Done.

and yes it doesnt recognize it thats i think bcz in the main user settings(setting.xml in documents) says the following line in the place of gpu:

<VideoCardDescription>Software Adapter</VideoCardDescription>
</Settings>

instead of Software Adapter there is supposed to be my gpu name(NVIDIA GeForce GTX 650) and i also replaced it with my gpu name but it didnt work.it just change it back to software adapter

I don't get it because according to:
HP Pavilion p6210f Desktop PC Product Specifications | HP® Customer Support

msinfo and dxdiag confirm that the integrated GPU is not enabled.

System requirements are OK but not for ultra high settings:
Grand Theft Auto V PC System Requirements - Rockstar Games Customer Support

Have you raised your game setting too high?
What happens if you set them to low is FPS same?
i took it to ultra settings and then lowest impossible settings but it was still 1.6 fps and all of my mind say is that gta v is rejecting to use my gpu so...

Maybe FPS counter is wrong, which program you use to measure FPS?
at 1,6 fps game should be barely playable, does game run OK?

Are you having this problem with multiplayer or single player?
