How do you change the hard drive buffer size in windows 2000?

I don't think it could be changed. The hard drive buffer is a cache of specific size that is built into the HDD controller.

If you want to change the size of the disk cache for 2K/XP, you can do so with various "Tweak" applications. However, I've never seen any measurable increase in tinkering with them, so I just let Bill Gates decide how much disk cache I have. :)
