I am frequently having to run scandisk to correct a problem where
    a) the free space on the hard drive is reported incorrectly, or
    b) size of a file is reported incorrectly.

    Pentium III 600MHZ
    256 Ram
    60GB IBM Deskstar
both: WindowsME and WindowsXP (At different times not two simultaneously installed op systems.
Is it a hard deive problem?
    software problem?
Disk was formated using MS Format
Thanks for any help you can give.

Are you running anti-virus software? It could be caused by a virus.

I too have had WinME and XP installed, which led to hard disk problems. I suggest wiping everything if possible, and stick with XP.
