hard drive install problem

I have a computer that needed a hard drive and have had more problems w/ it than worth mentioning. The Windows 95 logo flashes during boot and I get the message: Type the name of the Command Interpreter e.g. \Windows\Command.com.
What exactly does this machine want from me? I don't do english well, Dos is not even on the vocabulary horizon.
