Maybe autoplay is just disabled? Can you access the disc from My Computer?

To add to what Robsy128 said:

Load the My Computer window that contains the drive names and letters.

    Load the Office 2003 disc.

If it doesn't auto-start or display a window to open its contents, double-click the icon for the disc drive.

If all goes well, a list of files will appear.

Double-click the setup.exe file to start the install process.

Enter the 25-character product key when prompted to.

If you don't need and use the entire suite of programs, select the custom install option, then select the programs you want to install.

Note: Once it's installed, you need to install the SP3 upgrade for it and then do a scan at Windows Update to obtain additional updates.
