I've been having some wierd problems with my computer. Right now they're not a huge deal, but i'm afraid they might lead to bigger problems in the future. Here are some of them:

*When I try to delete a file, the system deletes it, but the file icon doesn't disappear until i close the window and open it again.

*If I create a new folder, folder's icon doesn't show until i close the window and open it again.

*Sometimes when I create a new folder and try to open that folder, an error message comes up that says "Cannot access disk"

Could these be caused by a problem with the hard drive?

Yes it could be. I would back up all important data right now just in case. After backing up I'd run a check disk on the system or use a program like Spinrite to check the disk. You could use one of the 100 programs there to check the SMART data. This could also be the sign of a virus as well double check your security software by running something like Malwarebytes or Super AntiSpyware.
