Hard drive transfer rates at 2 mb/sec!!

    ran some diagnostic tests on my pc thru pcpitstop.com and discovered my Maxtor Diamond Max Ultra ATA 100 5T040H4 40GB 7200rpm hard drive is only working at trasfer speeds of 2 mb/s. according to tests it should be working more around 20-25mb/s and it is clearly making my computer work very slowly. i did everything pcpitstop recommended including deleting unnecessary files, defrag, dma mode enabled, etc. i am operating windows xp proffesional and the file structure is fat32 by the way. can anyone help me??
