How does one retrieve data on a hardrive without any start up files or is it even possible to contain data without start up files?

howdy and welcome. You will need to get a disk enclosure, etiher SATA or IDE, to pull that data off.

Install the HDD in a USB external enclosure and read it from another computer.
Something like This will adapt to just about any type of HDD

Thanks, would that happen to be the case an external drive comes in?

no, it's just an enclosure that you put the HD into. It will connect to the pc via a US cable, and you just treat it as a usb drive.

That was just an adapter .. (without a case) .. It's a little more universal for temporary usage

If you want a "Case" (Enclosure) that you can install any SATA HDD in ....
    I'd suggest one of These

After you read your HDD .. you can install a good HDD and have an External HDD for storage
