In XP x32 there is a system tray icon to let you to safely disconnect a device, which appears automatically, but I do not find one in x64. Is there a way that I can enable this?

Try right clicking a blank spot on the taskbar, and select Properties, and Customize. Then look for the Safely Remove Hardware option and then select the drop button and select the setting you desire.

No, that does not offer the icon. If x64 has this function, it is controlled elsewhere.
