having trouble with nortons intrusion alert

Having trouble with nortons security. The intrusion detection is in the "off" mode, when I try to turn it to the "on" mode a message appears saying, "failed to save setting. please verify your windows account isnt restricted". Anyone with a suggestion? Thanks, [email protected]
