Help! A runtime Error has occurred. How do I fix it?

I'm on Windows XP desktop computer. While on the internet I get this error popup as follows:

Error
A runtime Error has occurred. Do
Do you wish to Debug?
Line 2
Error: Permission denied
(click) Yes or No

Is this a scripting error? Please, can you tell me how to fix it? I've already tried going to Internet Explorer Tools and making sure "Disable script debugging" has been checked and "Displaying a notification about every script error" has been unchecked. I did the same thing in my Control Panel internet options. Is there anything else I can do to keep this message from popping up? I click yes or no to debug it and it keeps popping back up several time. Thank you for your replies. This seems to be a common occurance for others as well.
