Had an issue with my cpu running hot and cleaned it and the fan out. After rebooting my pc will turn on and boot up but after 15 seconds or so I can’t start any programs and it just sits there with a loading cursor. I am in desperate need of assistance.

I mainly just cleaned the fan I actually didn’t mess with the cpu. Before doing anything it ran fine. Is the old thermal paste a possible reason? Do I need to wipe the old paste off and apply new?

Did you remove the fan from the CPU?
Always reapply new thermal paste when messing with the CPU.
You may have jarred the CPU when removing the fan.

So does that mean it’s irreversible?

Should I just try removing old paste and adding new? Is it possible me removing the fan from cpu just requires new paste or is it likely that won’t help now?

Yes, I would clean off the paste and add new.
